Title:

Using DEMO-based SLAs for Improving City Council Services

Abstract: According to data from the Portuguese Association of City Councils (DGAL – Portuguese abbreviation) the 308 city councils in Portugal employ about 135 000 people and spend about 3.8 billion euros a year (Ministry of Finance and Public Administration, 2010). In this paper we describe the implementation of our most recent proposal to specify the services quality in the city council of Pombal (CMP) in Portugal. This proposal is a new version of the DEMO-based SLAs with a more complex structure of Service Level Agreement (SLA) attributes. This proposal is based on the Enterprise Ontology theory and identifies services that do not create new original results, therefore services with great potential to be automated. We evaluated the new proposal’s version by collecting feedback from CMP employees and customers. Moreover, we found some possible improvements that could save millions of euros to the Portuguese state.

Title:

Using Enterprise Ontology for Improving the National Health System - Demonstrated in the Case of a Pharmacy and an Emergency Department

Abstract: The global healthcare spending has constantly increased in the last decades, and there is data showing inefficiency in resource consumption that is not reflected in healthcare improvement. The need to introduce new ways to do the same thing at a lower cost is rational. To address this, we propose a method based on Design Engineering Methodology for Organizations (DEMO) to find non value-added transactions that must be redesigned to simplify processes. This methodology was chosen as a basis for our solution because it provides a better understanding of the dynamics of an organization, and allows a good alignment between the enterprise design and operation. A demonstration was accomplished within an Emergency Medical Service and a Pharmacy, making it possible to find transactions that can be improved or automated. Evaluation was carried out by means of interviews, the Four Principles from Österle et al., and the Moody and Shanks Quality Framework. Results prove that the method yields an adequate and clear process view and is reliable when it comes to improving healthcare operational processes.

Process-oriented Home Care System Transformation in Central Finland

Abstract: Due to aging population and rising expenses in health care, Central Finland’s local governments and author-ities are increasingly promoting home care rather than relying solely on institutional care. To increase the adoption of home care, it is necessary to create a mutual understanding of the current home care system, and to improve the cooperation of stakeholders. From the process perspective, after analysing 6 related organizations in Central Finland, this study created a general model of the current home care system in Central Finland by using DEMO Construction Model, and pointed out several problems in its real implementation. This study demonstrates that DEMO is applicable to the examination of essential processes in health care systems and can offer suggestions for improvement.

An Ontology Approach in Designing Security Information Systems to Support Organizational Security Risk Knowledge

Abstract: Organizations increasingly demand faster and flexible operations promoted by information and communication technologies, particularly on the Internet and the newer technologies, such as the internet-enabled services, mobile and wireless devices and networks, with a complete disregard of their security vulnerabilities and underestimating risks that this new technologies impose. A proper information security risk management is difficult and becomes crucial to ensure the daily operational activities of organizations as well as to promote competition and to create new business opportunities. Moreover there is a lack of formal and flexible models to support a proper information security risk management process. This paper presents an ontology developed in the security domain aimed to support organizations to deal with huge security information issues and therefore implement a proper management to facilitate the decision-making regarding their security needs.
